WebDevice manager constantly refreshing. Open Software. Had this problem for a while, no clue how to fix it at this point. The closest I've gotten is narrowing it down to probably a service causing the problem, as launching a diagnostic startup seems to make it go away, but disabling all non windows services doesn't.
